Chairman Burr, Vice Chairman Warner, and members of the committee—thank you very much for the opportunity to appear before you today. I would like to add my special thanks and appreciation for the efforts of the Committee staff, as well as many officers at ODNI and NCTC, as I have recently become aware there is a tremendous amount of preparation that goes into a confirmation hearing.

I am pleased that President Trump has announced his intent to nominate retired Vice Adm. Joseph Maguire to be the next director of the National Counterterrorism Center.

What do officials know about the attempted morning attack of a New York subway and the motives of the alleged bomber? Director Rasmussen joins Judy Woodruff to discuss the difficulties of preventing such attacks and the chances of another 9/11-style event.

In August 2004, and at the recommendation of the 9/11 Commission, TTIC was incorporated into the National Counterterrorism Center (NCTC) by Executive Order (EO) 13354, which became the foundation for codifying NCTC’s authorities in the Intelligence Reform and Terrorism Prevention Act (IRTPA) of 2004. Through EO 13354 and subsequently IRTPA, NCTC was given the responsibilities for not only integrating analysis and coordinating information sharing and situational awareness, but also for strategic operational planning in direct support to the President.
